'Sticky labour market' preventing lower-paid workers to progress

Lower-paid workers are not able to to progress in their roles due to a 'sticky labour market', a leading government adviser says. 

People are less willing to relocate to a different area to find a new job. This is due to a combination of economic insecurity and problematic housing system, says Matthew Taylor, chief executive of the RSA.
